Markets and policies in Western and Eastern European countries

This report, elaborated for VIEWLS – CLEAR VIEWS on CLEAN FUELS (a European Commission-supported project), describes the development of the European biofuels market. It identifies the current political and economic conditions in the examined countries and presents similarities and differences how the EU Directives 2003/30/EC and 2003/96/EC are implemented:
-  Which biomass resources and potentials are available in the respective countries and how are they exploited to create an efficient market structure for biofuels? How has this been done and supported by each member state on the political level so far?
-  Which country has already more experience in producing and using biofuels? Which one is still in the starting position or does not have any efforts towards a successful realisation of the Directives by now?
-  Can there be seen any correlations in connection with the availability of resources and the political development in the sector of biofuels in the examined states?
The report, published by the WP3 project partners ADEME (Agency for Environment and Energy Management, France) and BLT (Federal Institute of Agricultural Engineering, Austria), is based on literature available to date of publication. It provides a detailed survey on the available raw materials which are necessary for the production of liquid biofuels in each country as well as the resulting market situation. The political chapter outlines the current political conditions with regard to the promotion of biofuels. It was necessary to find proven and transparent data which would enable a useful survey of the current European situation.
The report is introduced with a short overview on the European situation, focusing on the former EU-15 as well as the new Member States. Energy and transport trends as well as prospects for the agricultural markets are analysed, relying mainly on the so-called”Baseline Scenario” of the OECD.
The study presents an overview on each Member State of the EU-25 and four additional European states as insight on the current political and economic situation. For this purpose, different literature sources were collected and the data included in chapters representing the national policies and renewable energy markets.
