Towards introduction of alternative motor fuels: country specific situations

PREMIA is a Specific Support Action in the 6th Framework Programme of the European
Commission.
Although the introduction of alternative motor fuels in the market is a general EU-strategy, in this work package country specific conditions were elaborated separately for each country in order to determine the feasibility of introducing alternative motor fuels. The particularities that each country has regarding several crucial factors that affect the introduction to the market and further development of alternative motor fuels, create the need for ‘per country’ investigation. Differences or even similarities between countries, in legislation, geographical issues, technological and social issues confirm this need.
The objective of WP5 is the analysis of these country specific conditions to come to a typical country profile in relation to the feasibility of the market introduction of alternative motor fuels, and biofuels in particular. Based on this country profile and related AMF feasibility, dedicated policy recommendations can be made up for the different countries.
Defining a common methodology for the data collection for reasons of homogeneity and approach commenced the work of this work package. Dedicated questionnaires were created and distributed for collecting homogeneous information from experts throughout Europe. In some cases in order to fill the questionnaires, personal interviews took place.
The second step of the work of this work package included the examination of the particular framework in AMF involved countries. The fields of concern included the environmental issues, the legislative framework including incentives as well as gaps/barriers, aspects of agriculture and information of geographical context related to the use of land (for biofuels), the energy “spectrum” of each country as regards sources and consumption and the available infrastructure. Results (temporary or final) were taken into consideration from projects such as CUTE and ZERO REGIO.
Finally, after taking into consideration the previous analysis the feasibility of introducing such fuels is addressed qualitatively.
