Methodology for baseline and additionality analysis for multiple project categories - Guideline document

These guidelines have been prepared for project developers seeking to develop CDM or JI projects in the industry, energy, and possibly other sectors, where projects aiming at reducing GHG emissions can take place. The guidelines are intended to be applied in the planning stages of an emission reduction project to support the work involved in preparation of the project design documentation for registration.
The guidelines assist project developers to:

  • Determine proper system boundaries within which emissions can be calculated;
  • Identify and describe a baseline for the proposed project;
  • Account for expected changes in GHG emissions;
  • Document and justify the baseline selection process.
These guidelines propose a systematic procedure for the development of baselines in compliance with the requirements of the CDM and JI.
In 2001, the World Business Council for Sustainable Development (WBCSD) and the World Resources Institute (WRI) started a project on the accounting for project-based emission reductions (GHG Protocol Project Quantification Standard, roadtest draft). While efforts were made to ensure consistency between the UNIDO and the WBCSD efforts and to avoid the emergence of different “dialects” for the accounting of emission reductions, minor differences still exist as the GHG Protocol continues to evolve due to its underlying development process.
This document seeks, where possible, to build on commonalities and draw attention to the differences between the two work efforts.
