BioGrace Project working to harmonise GHG emission saving calculations in Europe


In 2009 the European Union set sustainability criteria for biofuels in the Renewable Energy Directive and the Fuel Quality Directive. It stated that reductions in the emission of greenhouse gases (GHG) from biofuels must be at least 35% compared to fossil fuels, rising to at least 50% by 2017 and 60% by 2018 for biofuels produced in new installations.

A key element in this process will be the calculation and reporting by operators of the GHG impact of their biofuels. In order to aid these calculations, the EU directives gave default values for GHG emission savings of 22 biofuel production pathways. But they did not specify the "standard conversion values" or the "input numbers" that were used to obtain the default values. Since economic operators can freely choose the most favourable conversion values, differences will arise in the savings calculated, even for the same shipment of biofuel. As a consequence, figures could vary by 10 percent, 20 percent or even more.

The BioGrace project is aiming to avoid these differences in GHG emission savings data by retracing and publishing how the default values were calculated and elaborate a uniform and transparent list of standard conversion values for GHG calculations.

The EU-funded project is doing this by publishing on its website:
• a list of standard conversion values that are needed to perform biofuel GHG calculations
• Excel sheets and user-friendly GHG calculators that allow stakeholders to perform calculations themselves and that all give the same result
• Excel sheets that include standard input data and that show how the 22 default GHG values as listed in the Renewable Energy Directive and the Fuel Quality Directive were calculated

In order to help disseminate its work, BioGrace is organising seven GHG calculation workshops for government representatives, economic operators, auditors and advisors through August 2011. Workshops were due to be held in Stockholm and Athens last month as part of this process. Another big issue on the agenda was how to integrate new biofuel production pathways into the harmonisation process.
