Regional Observatory on Sustainable Energies (ROSE) Technical Assistance - Cuba

Cuba has officially requested technical assistance from the United Nations Economic Commission for LAC (ECLAC) on bioenergy. Under the ROSE umbrella, the ECLAC Energy and Water Unit (EWU) coordinated a training to be organized in collaboration with the Global Bioenergy Partnership (GBEP) and to be focused on bioenergy indicators in order to assess and monitor the environmental, social and economic impacts of bioenergy production and use in Cuba.

In light of the national circumstances, the work in Cuba aimed to facilitate discussion amongst national stakeholders, with a view to guide the design of policies and practices that promote bioenergy pathways that are in line with adaptation needs, thus strengthening the ability to adapt to the negative effects of climate change, through the provision of the basis for better planning and management of resources, including soil, water and land.

This planned participatory training workshop was postponed due to the travel restrictions imposed to control the spread of COVID-19. This report therefore represents a technical assistance report in lieu of the training workshop, and includes all relevant background information and related PowerPoint slides. 

The aim of the report is to build or enhance existing capacities of local experts to understand, assess and implement the GBEP sustainability indicators for bioenergy (GSI) in Cuba, and use them to inform bioenergy policy decision making, with a view to contribute to the achievement of the NDCs and SDGs. To this end, sustainability concerns around bioenergy development are raised and ways for sustainable bioenergy development are brought forward.
